To fulfill your dream of being one of those early hands on Chrome OS, you need a VMWare program running on your machine (be it a laptop PC or a Mac or even a Linux). VMWare or VMPlayer can be found on this page and similar Virtual Machines running softwares can be used for it, try VirtualBox found here.

I have installed Chrome OS on one of my netbooks and the performance of Chrome OS is just okay. there is nothing fancy or very special about it. It was just a sort of GUI version of linux or something.
